In addition to others' comments:
Bryan is right on where he says 'place the message where people look
for it'.
So where do people look for it?
Answer: in two places:
1. at the top of the page (i.e. in the meat of the page, not in the
page furniture such as the nav bars, title of the page etc)
2. next to the control that is in error.
If you link the two together when you build your error page, then
there's a quick way to get from one to the other.
