Have you considered using a blog tool like WordPress or MovableType? It
could be an interesting option depending on the kind of dictionary and the
collaborative features you need.

Hi Luis,

Wiktionary (as well as Wikipedia & all related sites) is based on MediaWiki
(http://www.mediawiki.org/wiki/MediaWiki). It is open source and its
appearance is not hardcoded anywhere, if you have the necessary skills in
HTML/CSS you can probably re-skin just about everything.
