As long as we're not talking about a focus group that includes users or customers who are not part of your design team, my answer is this...
 
Remind them that it's their JOB to speak up!  Maybe I'm just lucky, but you never have to ask anyone on my team for an opinion or feedback.  Collaboration is a requirement for us to produce our best work and to validate our assumptions and challenge the status quo.
 
Wallflowers are not welcome at a brainstorm.
 
Sorry if that sounds harsh....
