You should read the article again. He is quite clearly saying that  
engineers design by writing code rather than by producing abstract  
planning artifacts, digital or not. He equates their supposed  
technique with an architect designing a building using rocks and  
mortar. He really is implying, it seems, that the programming field  
is in very sad shape. Inmates indeed.
