Thanks for the responses. 

Bryan - I'm using illustrator rather than visio, but same idea -
using callouts to define specs.

Ty - css is the best solution since the work won't go to waste, but
in reality I rarely have the time. This speaks to my css chops!

Jennifer - I like the tracing paper idea, although it needs to be
digital, so transparent layers it would be.
