Why is "pixel perfect" a requirement, particularly with websites where the
final product can't even be guaranteed to meet that requirement?

Similarly so with other superficial elements of design ... when testing the
usability of a workflow, does it *really* matter if the links are #0000FF
and not #0000CC?
