I am currently taking a look at Intuitect Pro

It is basically a plug-in for Visio. The jury is still out but it does
support site mapping and flow maps, and you can build wireframe template
libraries. It even spits out an HTML prototype site which is pretty
cool. Given the $500 price tag, it might be more than you want if you
are just looking for wireframe support.
