Hi Valerie:

I would look at blogging software like Wordpress or perhaps some Wiki  
applications. I know for a fact that Wordpress has a admin function  
that allows the moderator to accept/reject user submitted content, as  
well as assign different levels of privileges to registered users.  
The best part is that word press is GPL/open source, so you can get  
under the hood and see how they're doing things. Its all standards- 
based XHTML, CSS, PHP and MySQL.
