Peter,
you are absolutely right. A re-sized browser would do the trick but i was
just wondering that there may be a tool which some existing layout templates
and navigation templates (standard mobile menus i.e. back, options...) for
designing mobile web applications.

when we want to design a mobile application in flash, we have an opportunity
to choose the target mobile device. it gives you rough boundaries in terms
of layout design and to some extent navigation design. I thought in the same
fashion, there may be a tool which could help you in designing web
applications for particular mobile devices?
