Valerie,

I list the features of a system in a Features & Requirements document
where I describe the feature in (some) detail, identify who needs it
and the situation(s), etc.

"Who needs it" becomes the Actor Goal List which identifies and
describes the user and lists his/her goals within the system.

The "situations" (now goals) become use cases (i.e. for Manage
List, we get add, edit, delete, reply, reject, etc.)

The structure is documented in the Domain Diagram and Content Model.

If I can't map a user with a goal to a feature, then I question the
feature.
