Agreed.  Much of this will depend on how you frame this to the users and
what their expectations are.  Depending on the context of how you ask the
users for their zip code ("home zip code" vs "your current zip code"), they
will have different expectations.

Personally, I would pre-populate the field with their zip code, but
immediately focus the field and select the text in it so that they can
change it if they want to.  This way, they already have their initial info
populated, but are primed to change it if they see fit.
