I think that's correct, but I haven't read any documentation about
customization. There should be the option to customize... but if users keep
customizing (like I did with Windows ...and to a lesser extent with Free
Desktops), and customizing, ad nauseam without feeling comfortable (clippy
and doggy anyone? *shudders*); then something is really wrong with the UI.

I guess the best option is to let users have the customization they
want/need (but it isn't only about customization).
