While this depends on the context in which solution is applied, I
think we should focus on what user wants - which is just those
selected widgets. So if we show an interface with just two empty
slots/buckets , with links to show available options and add to those
buckets , I think it bring clear focus on only having two choices.

I had applied this model to a long Data input form and it came out
very successful in user tests.
