That is often how it's done, along with an error message if the selections
are the wrong number. But I'd like to provide more support for the user to
do it right the first time, similar to the reasoning behind having radio
buttons in addition to check boxes.

Incidentally, 'Tog on Interface' is a wonderful book that describes the
invention of check boxes and radio buttons.
