Some areas that 3-D map navigation can be useful:

Look to GIS for ideas and research...

Realistic 3-D portrayal of buildings on map:
1. Emergency response preparation -- for example fire fighters checking 3-D
maps of area as they approach a 	fire to decide best way to approach
it.
2. Urban/transportation planning -- trouble shooting of designs, for
example: impact of project's height on 	surrounding neighborhood --
shadowing, sight line obstruction etc. 
3. Public planning -- Public participation presentations -- again to help
public understand proposed 	community design plans by giving them a 3-D
view of their neighborhoods -- allows them to more easily 	recognize
their neighborhood in relation to proposed plans.

A lot of people do not easily read maps -- 3-D visualization helps make it
clearer -- 

Use of 3-D to portray another variable:
1. Abstract extrusions of map polygons can show from their height another
variable attribute on a map, ex: map colors show industry type, and height
of extrusions show amount of profit by industry type in a given year.
