In part, the intent was to have the new font the one in use when new  
signs are created and old ones are replaced, as opposed to the  
massive expense of doing them all at once.

Per the NYT article, tests found that the nighttime readability of  
the new font was good enough that it would give drivers about 1-2  
seconds of additional time where they could read signs and make  
driving decisions.
