Although I wouldn't suggest that this is an example of a "fake" job  
ad - I personally know a couple of people who might fit these  
requirement - this also brings up the interesting subject of  
companies that place job ads that overshoot/overrestirict  
prerequisites as a method of securing H-1b visas.
