In my opinion the solution here is a half-solution. In a way it resembles a
pageing structure, and it does a pretty good job but...

Better would be to have text displayed in a container that shows as much as
appropriate for the current client size of the container, completely without
scrolling. Attach a firmly placed next/prev control to page the content, up
and down in the container. That way you will get the paging in the exact
same position at all times and the content will always be fully visible. But
then again, that would give the site less space for ads...
