I personally do not think that there is a standard number or percentage set
on this as it depends on many factors.  Take a look at your user statistics.
Is there a noticeable difference between the actions taken by registered as
to unregistered users?  You may possibly have a higher registration
percentage than you think!  :)

I always try to shoot for 100%.  When you are trying to be the best, why
compare yourself to your competitors?
