You're probably on the right track, and probably will lose this one
anyway.  Mostly it's a "grin and bear it" type of thing, unless you're
in a position to conduct some form of test.  It's possible that test
data would be convincing.

Failing that, a couple of possible tweaks that might help would be:
(1) move the store locator/graphic banner to the bottom, below the
task/function area.  (2) include an element in the global and/or
subnavigation sections that focus the user on the current task, such
as a highlighted topic keyword or "tab" type display element.
