Lisa,

There are a number of guidelines published by the various governments and
other transportation organizations around the world specifically about HF in
navigational software. There are specific things that certain agencies have
identified that could and should not be used while in motion. You can search
for SAE, AAM and EU guidelines (sorry I don't have specific links).
