This is a very good point to consider. The project I'm involved with is actually a reservation system and we are deciding to or not to include time zone settings for the guest/reserver. Just today, I was playing with GMail and Yahoo Mail and they do time stamping by getting the client/user OS time settings and use this to get the time difference. The times reflected on the client are then "adjusted" times from this difference as such it works like a desktop application (at least from my initial observation). I'm starting to like this approach since this will also lessen the settings the user has to deal with.

I think more information is needed here:
1. what is the overall purpose of time tracking?
2. is this a collaborative space?
3. does collaboration exist across time zones?
etc. etc.
Our application is quite complex b/c time is actually contains legal
liability, so messin' w/ timezones gets yucky. I don't like our current
solution for it, but we are in the midst of making some changes. We
haven't come to consensus yet, but we do have a sense of the level of
complexity from both a technical and a user experience point of view.
