I agree completely with everything you wrote in your expanded post, and
I understand your focus around data in this snippet.
In my context, a "test and measurement" company, data is king. All of
the Electronic Engineers (EEs) here are so data driven that the very
first interview I had for the job emphasized that if I was to sway
anyone about anything, I better have the "data to back it up."
Now, enough has been said about when and how data can be leveraged. My
point is that in my context at least, Data turns out to be ::the::
primary means I have of improving people's confidence in my proposals.
"Design" is not well understood in my context ( a thread I don't want to
start right now), and any proposals that rest on "design" as a metric
have no mutually understandable framework.
