I think that data can be used successfully to backup
functional design decisions.  You can test different interaction
methods on users and measure efficiency, effectiveness, etc.  
(e.g. sequence of screens to support taskflow)

But it's more difficult to test whether or not "orange" is
better than "blue" (my made up example).  This is the area that
sparked my original email because it's a little more subjective,
and in my opinion should be left up to the design team without
requiring extensive justification and committee approval.
(note that I say "extensive")

Does anyone else feel that all this talk of data is a but problematic. 

It kinds feel like the best designs are from passionste creativity more
than from data. Maybe this speaks to Chris' thread from last week.
