In my experience, the best (and maybe only?) way to achieve this is  
for designers to simply produce great work. This is a politically- 
charged situation and not one that can be changed through talk,  
policy, or even process. But deliver top-notch designs that will help  
build the business -- and you'll find people advocating for the  
separation. Perhaps not in so many words, but there will be a rising  
clamor for "more design!" from the development side of the shop.
