What I've learned works best is:
- study the client's problem
- collect requirements with the client in a workshop
- send requirements to the client in advance
- discuss the requirements with the in a second workshop
- draft the high-level design
- send drafts to the client in advance
- discuss the design with the client in a thirs workshop
- optionally send a list with proposed changes, collected in the workshop
- improve the design
- send the improved design to the client in advance, include a list of
changes- discuss the improved design with the client in a fourth workshop
- optionally send a list with proposed changes, collected in the workshop
- improve the design
- send the improved design to the client, include a list of changes
- invite any remaining remarks
- work any remaining remarks into version 1.0
- send version 1.0 to the client and ask for approval
- expect to change the design after this until you reach version 1.9.8.a...
