It may be a function, but only partially a function. And what
constitutes a "step"? On a scroll-and-select device, is "scroll to
the item in the list" a step? Or should the "and select it" be added?
This is why I liked creating a new notion of "distance", because
cognitive load does not increase noticeably with number of clicks, but
depends on type of click (or rather, decision making behind the
click).
