I'd call this reviewing, not in-house consulting.
It's quite normal to have a peer-review system set-up, with the review done
either by a fellow designer and/or by a senior designer.

I've worked for companies that have formal reviewers assigned for a project,
with time reserved in the project plan, as well as companies where it is a
senior's job to informally review that of his/her juniors. In both cases we
tried to make the UX designers aware of the idea that they themselves are
responsible for having their work reviewed.
