I did just that here for almost exactly that reason....

The footnotes are dotted underlined links, which show a popup layer.  
In this case the slight oddity is that some of the popups just  
contain a single link, which means efffectively you have to click  
twice to access that link. (we had reasons for this, which I won't go  
into here). But you can get the general idea - see if it works for you!
