Years back, builder.com used to have web interface to generate regular expression.
It was fine for simple expressions, but it wasn't good for complex expressions or optimized expression. In past I designed something similar using a design similar to outlook's rule wizard. Unless the target user is a programmer or someone who knows regular expression well (which has bit of learning curve), search engine user interface modle might be also an idea (something similar to boolean search or even natural language query), just a thought.
